Government is to encourage local authorities to use arm's length companies to manage council housing. This would mean that local authorities would retain strategic control over their housing stock while running municipal housing along business lines. Councils have already been encouraged to transfer their stock to housing associations and other RSLs. Discusses both types of schemes.
