Ministers reject home Bill fears

Concerns by trading standards staff over new duties to enforce sellers packs have been dismissed by ministers. Ministers have also ruled out exempting councils from providing seller's packs when selling council houses to tenants. Fears are that failure to provide a pack will mean ordinary people may be branded as criminals and tenants will force councils to carry out repairs before a sale is made.
