In December 2000, the High Court ruled it was unlawful for the DETR to decide planning appeals. This landmark decision poses a threat to the erection of 28,000 new phone masts, which are needed for the £30bn 3G mobile network. The need to submit mast applications to a full review could severely delay the building programme needed for this next generation of mobile phones.
