Regional development agencies (RDAs) are encouraged to set ambitious targets so their impact on regional economies can be measured by government. East Midlands Development Agency has set the pace, claiming by 2010 the region will rise from 37th to 20th in the economic league tables for European Union regions, and will have reduced unemployment from 5.1% to 3.7%.
