Warns that consultants can be found to have breached the Human Rights Act 1998 if they contravene its provisions whilst performing any public body's functions. Although approach the courts will take remains unclear many local authorities are demanding that consultants both comply with the Act and offer the authority indemnity against the costs of damages, reinstatement claims and expenses incurred as a result of their actions.
