Homebuilding industry pays for planning failure

Housebuilders are paying £156m per annum, a third of the running costs, into the planning system which in turn is failing them as local authorities go against the advice of their officials and PPG3 guidelines. The delays experienced in obtaining planning permission and in taking disputes to appeal is threatening the achievement of sustainable development targets and forcing housebuilders to consider means of deferring payment to landowners.
