75% of all local authorities have not yet reviewed their planning policies to take into account government guidance published in PPG3, according to a report by the Council for the Protection of Rural England. Nearly half continue to allow low density housing developments, whilst a similar number have yet to undertake capacity studies of brownfield sites.
