A report prepared for the Elm Farm organic research centre suggests that the MAFF slaughter policy is scientifically mistaken and may help spread the disease rather than contain it. The report, by a vet with close links to the World Foot and Mouth Disease Centre at Pirbright and based on academic research, recommends that an emergency vaccination programme should be used to control the outbreak.
