Agents attack foot and mouth relief plans - 2001 - Property Week 23 March 2001, 7(1) .

The environment minister is to announce plans which could see certain areas reclaim 95% of rates after the RICS rating panel found a loophole in the Local Government Finance Act of 1988. This would primarily benefit areas hit by the foot and mouth crisis. However some experts have criticised the plans arguing that it could discriminate against occupiers situated just outside one of the areas designated for relief.
