Discusses, and welcomes, the recent moves in Scotland, England and Wales, to reform the law surrounding property management. Looks at the Scottish Law Commission's report dealing with title burdens (covenants), and the Commonhold and Leasehold Reform Bill, which will affect England and Wales. The common theme in both is the need to create workable covenants to deal with common parts. Notes that the reforms do not alter the fact that the management of common parts largely depends on the specifics of each development. Concludes that a balance must be struck between flexibility and obligations.
