Some of the proposals such as Part L and E could be costly for housebuilders and add between £1000 and £2500 per house. Argues there can be no return to the previous system before the Building Regulations of 1985. Notes the review underway in Scotland of the building control system and the possible benefits it could bring elsewhere.
