Argues that problems that first occurred with the Housing Act 1996 are likely to be exacerbated by the Commonhold and Leasehold Reform Bill. The changes in the bill will lead to increased costs of management which may be passed onto the tenant. Suggests steps to ease the problems including giving Leasehold Valuation Tribunals the unfettered discretion to make costs orders.
