English Nature urges that some parts of the English uplands should not be restocked with sheep after the foot and mouth crisis but should be allowed to revert back to a natural state. It published a report, postponed because of the foot and mouth crisis, showing that up to 64% of upland commons were in poor condition due to overgrazing.
