Ken Livingstone launches "Towards the London plan", proposals for an overall spatial development strategy for shaping London over the next 15-20 years. The document sets out ways of achieving higher levels of housing, improvements in public transport and reducing car use in the capital. Discusses in more depth, one measure which will require all major new building schemes to have the infrastructure for broadband technology in place. Consultation ends 31 July 2001.
