HSE plans to accredit 2000 surveyors in 2 years under a programme beginning in March 2002 but RICS Asbestos Working Party Chair warns that insurance issues and low rates of pay make this target unachievable, opening the market to cowboys. Safety checks to make buildings containing asbestos safe for maintenance workers could take 5 years and cost £7bn.
