Defines BIDs as creating a partnership between property owners and businesses in commercial areas to improve the financial climate, and highlights their success in New York. Discusses the mixed response to the proposed introduction of BIDs in the UK and identifies some of the key issues which include the possibility of businesses expecting improved services from local authorities in return for paying the additional business rates, whether BIDs will address the real regeneration areas, the lengthy timescale if BIDs goes ahead, how the district boundaries will be defined, and whether businesses will be willing to pay out when the economy is less healthy.
