Discusses the need to reform the Use Classes Order in a evolutionary manner, targeting only specific problem areas. Uses the example of the coffee shop which appears to fall within Use Class A3, but could also come under Use Class A1 because coffee shops are increasingly becoming more like retail units. Concludes that a Property Advisory Group subcommittee should be set up to tackle such issues, and any reform should focus on the needs of the property industry rather than town planners or lawyers.
