Considers the concept of using local labour for urban regeneration projects, an approach which would boost recruitment in the construction industry and tackle unemployment in inner city areas. The Local Government Act 1999 and a subsequent statutory instrument, has enabled local authorities to lawfully include contract conditions obliging contractors to employ local labour, on the condition that they comply with the European Union procurement directives. Suggests that local authorities can now be more active in arranging local labour schemes, and in turn this should increase the range of schemes available.
