The European Commission has agreed in principle a draft directive on energy efficiency in buildings aimed at achieving a cost-effective energy saving of over 22% in the construction sector. The draft directive includes the application and updating of minimum standards based on a common methodology for new and for existing buildings over 1500m3, certification schemes and the specific inspection and assessment of heating and cooling installations by qualified personnel.
