Proposed congestion charging might benefit the retail sector in London and could lead to a rise in property rental values due to reduced journey times according to research by Healey & Baker. However the report, which also found retail rents would fall by 2% if the charges are not introduced, warns that improvements in travel times are likely to be smaller than predicted in Mayor Ken Livingstone's draft plans.
