Discusses the second consultation draft of "PPG25: Development and flood risk" which includes the introduction of a new sequential test, and outlines the flood defence responsibilities of MAFF and the Environment Agency. Considers the impact of global climate change as a contributory factor to the flooding, and demonstrates how changes in drainage systems, agricultural land use and urban development have also increased flood risk. Concludes with the experience of East Sussex CC in the wake of the Autumn 2000 floods.
