Looks at the legacy of CCT procurement, a contracting style that has produced 'risk-dumping' contracts where contractors bear almost all the risk. The private sector has been reluctant to tender because of the potential risks in the contracts being offered. Suggests that risk management issues need to be addressed for local authority contracts with the private sector to work, and outlines ways in which both parties can learn from past experience.
