Aggregates levy lacks clarity and support for good practice

Aggregates levy lacks clarity and support for good practice - 2001 - Minerals Bulletin May 2001, 4(1) .

Presents the RICS response to the HM Customs and Excise draft legislation on the Aggregates Levy which expresses concerns about the unclear terminology and lack of encouragement for good environmental practice. The RICS has also commented on the Treasury proposals for the use of the Sustainability Fund saying that it is important that it is not used to address failures in enforcing planning conditions or as a community benefit fund. It has identified the fund's primary objectives as to ensure that the price of aggregates extraction reflects the environmental costs, to encourage recycling and to correct market failures associated with aggregates production. Details of the Aggregates Levy are available at http://www.hmce.gov.uk/bus/excise/agl-over.htm whilst the consultation paper on the Sustainability Fund has been published at http://www.hm-treasury.gov.uk/docs/2000/sfcons2108.html.
