Investigates whether government will introduce major changes to the development planning process in light of presentations by representatives of government departments, the CPRE and the CBI on the ways in which they would like to see the system reformed. Suggests that local development plans may be replaced with 'strategic development guidance', which would be accompanied by site-specific master plans and overlay community plans, in an effort to speed up their production.
