An article by the Honorary Secretary of RICS France on a study carried out under the EU's TACIS programme on improving Russia's land reform programme. The report has proposed the creation of a federal cadastral body to replace the three different land registries and that the development of planning briefs, which ceased on the fall of communism, should continue. A review of cadastral values of both rural and urban plots across the Russian Federation will be completed by the end of 2001 and will allow new land tax rates of between 0.5% and 2% to be introduced according to region.
