In an attempt to avoid the skills crisis and resulting pay demands experienced on the Jubilee Line Extension, government plans to impose trainee quotas on contractors, with the threat of exclusion from public infrastructure projects if they fail to comply. The move should help the industry meet the target of training half of the workforce by 2002.
