Presents a framework to determine the time spent by the design team on design revisions, and their causes, which could be used to assess the productivity of the design phase and as a forecasting tool. When tested using data from 12 construction projects the owner's demands for changes to the design were found to be the most time consuming. Tables, diagrams, references.
