Responds to recommendation of the adoption of various organisational project management maturity models for international certification of project competence by suggesting that the models are flawed and fail to recognise the importance of cost engineering principals. Proposes as an alternative a competency and maturity framework which is applied to human resource management in projects to demonstrate the relationship between the two concepts.
