A report by the University of Brighton highlights the fact that regeneration of run-down estates could push residents into even greater poverty as housing costs can increase by more than a quarter following refurbishment of the residents' property. The Stepney Housing and Development Agency claims the report shows the need to co-ordinate regeneration with benefits policies. The report, "For richer, for poorer is available, priced £12.50.
