Looks at the prospects of the urban regeneration companies set up in the wake of the Urban Task Force report to spearhead commercial and housing renewal. Acknowledges that the new companies have successfully set up plans incorporating the issues which affect their areas, but argues that the companies rely on the powers of existing public agencies to take their projects foward. At the same time the URCs need greater powers and signicant funding to be able to make a significant difference. Describes URCs in Manchester, Sheffield and and Liverpool.
