Criticises the government decision to remove the Uniform Business Rate Transition Regulations loophole known as the `N/J` rule, whereby properties subject to phased increases in their rates bill to meet increases in the April 1990 valuation list, and which succeeded in negotiating a reduction in rateable value, had the liability under transition reduced in proportion to the reduction in value.
