Shifting the burden - 2001 - Guardian 31 July 2001 .

Government plans to revalue all homes in England in order to adust occupiers' tax payments in order to make local taxation fairer and take into account current house prices. However revaluing property to update council tax will benefit the north at the expense of the south, according to the New Policy Institute. But revaluation points only to the regressive nature of council tax and for now will only benefit the estate agents, paid public money to carry out the revaluations.
