Article which considers how the importance of manufacturing has been neglected over the years by successive governments. Describes issues raised at the Transport and General Workers Union (TGWU) conference and the launch of "Manufacturing matters", an industrial strategy document from the TGWU that outlines the decline of manufacturing in the Uk compared with the US, France and Germany. The document lists a number of weaknesses that are holding back the performance of the manufacturing industry; such as the need for greater investment per worker and a shortfall in skills to be made up. In order to make government's industrial policy work, also calls for a Manufacturing Unit in the DTI. Graphs.
