Describes government's draft Climate Change Programme that sets out policies to reduce greenhouse gas emissions from business and other sectors. A key element of this policy will an emissions trading scheme open to all companies operating in the UK. Notes that this will provide an important business opportunity that the construction industry have yet to act upon. In the scheme all participants are assigned a quantity of units to cover the level of emissions they are allowed. Discusses, in part, the BRE's response to a DETR consultation document on the scheme in 2000. BRE considered how the scheme could apply to buildings, since energy use accounts for 45% of total UK carbon dioxide emissions. Article urges construction companies to take action as the industry has been shown to be falling behind other sectors in reporting greenhouse gas emissions.
