Government announces plans to conduct independent inquiries into the foot and mouth outbreak, finally dismissing industry calls for a public inquiry. The main inquiry will look at government handling of the crisis and has a wide brief to consider lessons to be learnt for the future. A second inquiry will be a scientific investigation of the disease. A Policy Commission will examine the future of British farming and food
