Relationships within the construction industry are changing following government's endorsement of the Egan report, "Rethinking Construction"; contractors are now, for example, are more involved with the design phase of projects through design and build, PFI and partnering agreements. A coherent knowledge management system is required for these new procurement systems with communication an important element at early design stages to avoid misunderstandings, delays and lower productivity among project team members and to allow monitoring of the project through design phases.
