Update of "Roof"'s Transferwatch research, assesses the performance of the new landlords as council stock is transferred to registered social landlords (RSLs), both existing RSLs and specially created housing associations. Research shows that the new landlords are performing well but their rent advantages are being eroded and their record on access to housing and racial housing needs to be improved.
