Hooper v Swansea City and County Council - 2001 - Rating and Valuation Reporter [2001] RVR 153-164(12) .

LT 15 February 2000. Deals with compensation sought for land with potential for a housing development. The claimant (H) sought £455,000 as opposed to the defendant council (S) which offered £70,000. H's valuation was based on the site's potential for 15 units sold separately on a selfbuild basis while S considered the property only suitable for a much smaller scheme subject to planning controls. H's suggestion would not have been permitted as it would have taken the development beyond the city limit, changing the development pattern for the area and have constituted piecemeal development. It was decided that the compensation payably by S should be £138,250 with the valuation based on the form of H's proposed development.
