An independent report, by consultancy Bomel, contends that the causes of many accidents in the construction industry are beyond the control of the Health and Safety Executive. It highlights a number of external factors, which it suggests have a greater impact on the number of accidents than HSE-led safety initiatives. "Improving Health and Safety in Construction - Data Collection, Review and Structuring" is due to be published autumn 2001.
