Cala had applied for planning permission which had been refused, as had an appeal. Cala, in a challenge to the reporter's decision, presented a further appeal, which in turn was turned down by the court. Considers that guidance on challenges to reporters' decisions would be welcome and that pressures on participants in the planning process to improve speed and efficiency may not be so welcome to developers.
