Suggests that the UK waste industry faces an uncertain year amid an impending regulatory shake-up. Looks at the new regulations for landfill sites included in the second consultation on implementing the EU landfill Directive 1999, published in August 2001. The new package will replace the existing waste management licensing system. Discusses how the proposed changes will affect particular areas including conditioning plans, hazardous waste sites, waste acceptance criteria, tyres and liquids, and duties on the Agency. Notes that while the proposed timetable for banning landfilling of various wastes such as tyres has been tightened, plans to reform the 'duty of care' regime appear limp.
