The United States has spent millions to prevent the release of civilian satellite images from Ikonus, an advanced civilian satellite launched in 1999. Rather than using its legal powers to exercise 'shutter control' over the satellite images, the Pentagon bought exclusive rights to all images of Afghanistan from Space Imaging, the company which runs the Ikonos satellite.
