Key problems with the planning system include delays;too much focus on development control; unclear response to PPG3 and housing density; insufficient exploitation of mixed-use development; inconsistent application of affordable housing requirements by local authorities; and no integration of affordable housing investment strategies spatial planning. Suggests that a fundamental review of the planning system is required, with increased resources, clearer guidance and a more proactive approach. Highlights the introduction of Development Tax as one alternative option.
