Government has published details of a tough new licensing scheme in a consultation document "Selective Licensing of Private Landlords" aimed at removing rogue landlords' ability to rent out property in areas of low demand. Landlords will only be allowed a license if they meet management standards and personal fitness, such as no criminal record.
