Reports on the progress made by local authorities and developers towards meeting government housing density targets outlined in the revised PPG3. Identifies obstacles to achieving higher housing densities on brownfield land, such as public resistance to tower blocks and desire for spacious housing, the difficulty of financing innovative schemes, poor road layout, and poor quality social housing schemes.
