A government-sponsored report has highlighted that completion notices give local planning authorities (LPAs) the power to remove planning permission without paying compensation. While completion notices can have a significant impact, the report indicates that many LPAs are reluctant to use them. Article explains the scope of LPAs'power and outlines the reports recommendations which include the publication of a good practice guide to help LPAs become familiar with the power and amending government policy enabling planning conditions to require a completion by a certain date. Concludes that the emphasis on brownfield development may enhance completion-notice powers.
