Lord Falconer has announced a December publication for the planning green paper and hopes to timetable legislation for November 2002. Speaking at the CBI annual conference, Falconer set out key reforms for the planning system which include reducing the role of local planning authorities, introducing regional planning strategies and rethinking national planning guidance. Subsidiary papers on compulsory purchase and s106 agreements and changes to the retail use classes order will also be published shortly.
