English Heritage has been accused of inconsistency in the inquiry into the proposed Heron development after allowing Sir Norman Foster's tower design to go ahead last year. The Heron tower backer, London First's chief executive, Stephen O'Brien will voice his discontent at the planning system at the inquiry and state his support for the tower.
