Process of rent restructuring for councils looks set to be altered to soften its impact. Housing minister Lord Falconer agreed to allow councils to introduce average rent targets across all properties in April 2002 mainly where computer problems are holding up individual target rents. Further consultation will take place over moves to individual property rents over the next 10 years.
