DEFRA chief flooding engineer Reg Purnell urges residents most at risk of river and coastal flooding to abandon their homes to recreate natural floodplains. The East Riding of Yorkshire Council warns that home owners often find they are not properly compensated for such a managed retreat. Over the years as many as 17 villages have been lost to the sea in the area around Hull.
